I think mainly the choice of colors, as I think there is some limits on using blue and red on exterior lights of a car that isn't for law enforcement?
Also the fact that it's plain distracting.. this is no different than the idiot playing porn on the 8 LCDs in his SUV.

No problem.
Neon windshield nozzles, neon exhaust tips, neon underbody lights and lighted tire caps are all considered to be objects that will get you pulled over around here. This is especially true when the colors represent law enforcement.
I just feel that this would really be stretching legality as it would be a great distraction to other drivers on the road.

If I recall correctly - Any neon light that can be seen while driving is illegal.

The law enforcement problem with neon and it's placement in relation to license plates is that certain placement will make the plates unreadable. That's likely the reason why some are getting "yanked" and likely cited.
These wheels are only visible from the side and I have never seen someone pulled over by a vehicle that was traveling sideways.

B. Rear clearance lamps, identification lamps and those marker lamps and reflectors mounted on the rear or on the sides near the rear of a vehicle shall display or reflect a red color.
C. All lighting devices and reflectors mounted on the rear of any vehicle shall display or reflect a red color, except the stop light, which must be red, or other signal device, which may be red, amber or yellow, and except that the light illuminating the license plate shall be white and the light emitted by a backup lamp shall be white.
Acts 1962, No. 310, §1. Amended by Acts 1974, No. 292, §1.

I couldn't find an exact law that would determine the legality however I do know what they started cracking down on in the area and personally feel they would not be acceptable around here.
From what I read on other boards regarding the stricter laws of California, and that being your location, I am surprised that this would be acceptable in the state. They seem to be very strict regarding vehicle modifications on any level compared to the enforcement here in Louisiana.

Your bold quote only makes restrictions on what colors the reflectors and lights that are standard on the car must remain. There are restrictions for what you can/cannot put around a license plate as again some lighting make reflecting plates unreadable. You cannot have any blue or red forward facing lights and strobes are also illegal no matter what the color.
While these wheels don't fit the tastes of most or maybe all of us here from everything I know about CA vehicle code(which makes a Bible look like a kids book) there is nothing illegal about them.

I did find the law that explicitly states which lighting around the plate is restricted.
Haha I know what you mean about the code books. My brother is a Sheriff in the parish and you know the old expression about getting the book thrown at you...? Trust me you will want to dodge it because it will hurt

The technology to do this has been around for a while. The USAC / Indycar series (whatever it is now) was doing sponsor names on wheels probably 4 or 5 years ago. I think they only did it for one season.
And I can buy the little personal fans that do this out of China for about a buck a piece with a custom message.
