Leather repair, Scratch removal,Carpet Dye- Brand new just starting!

Hey everyone-
I have been looking at the sight for the past month, but today I picked up a new project car. I figure I would give it a good detail first so im in need of a little bit of help.

1Leather seats
This is my biggest concern with the car. The seats are pretty bad- The dye is missing off spots from wear, and there is one cut.

What is the best way to go about repairing the seats? I know several places where I can purchase good condition seats for 400 dollars front and rear, so is that my best choice?

2Scratches
It has high miles, and some scratches all over the car-

I purchased a Maguiars G110 today, but am now needing pads and chemicals-

What does everyone recomend for removing scratches?
What about for sealing?

I do have a budget of about 75 dollars for this category-

3Carpet Dye
Any experience on carpet dye? I was considering changing the carpet to black, as the tan has many stains in it- I think the black would be better for the vehicle anyways.

4Wheels are DIRTY!
I pulled each wheel off, and pressure washed each inner fender- So much dirt!

Anyways, after washing the wheels, there is brake dust that will not come off-

What is the best way to solve this issue? Is there a strong cleaner that I should know about? Or claybar?
