If you are going to tint the windshield, do it with 35% then do the limo visor strip. It will offset the darkness, but make sure the windshield is tinted first, then the visor strip. IF one isn't looking for a "tinted windshield" they most likely wouldn't notice it. The only time it was hindersome (rarely) was drivng in the late evenings when the street lights were on but it was not dark enough for your
headlights to light up the road.
Here in AZ the inside temp of a car gets to 165 and it takes a long time to get the A/C to cool the interior down. We can have our back windows painted black (legally) and the fronts can't be darker than 32%. I have had a few tint violations and never once did the cop get me for the windshield. My wifes Accord had Huber Optik and it was great at rejecting heat but I prefer double limo. If we were in an area where the darkness couldn't exceed 20%, I would get Huber Optik again.
The only other draw back to a tinted windshield is if you use a radar detector, you will lose some sensitivity. And, you won't want to place the radar detector on the windshield via suction cups if the windshield is tinted. After a while, the tint will get marks where the suction cups are and it will ruin the tint. I used to work for a dealership and never lost contact with the tinters.
