Check out this headlight, need a permanent fix

Not sure what's causing this damage to the headlight, they're lexan.
Plastic polish only seems to be a temporary fix, but its gotten a lot worse and I doubt plasic polish would be any help at this point.

Any idea what's causing this damage? The car has been garage kept its whole life, and only has 37K miles.
The owner of the car has been told by a body shop that a wet sand & clear coat should fix it for good, opinions on that?

is it painted? looks almost like clear coat failure... but on lexan?!

My buddies trim inbetween his windows and doors does that too, I've polished, waxed tried everything it eventually comes right back..

i think the plastic is actually developing small cracks/ hazing which is covered up by the fillers in the polishes and/or cracks less visible due to the abrasives.

I'd try wetsanding with 2000 grit and see if it clears up ...either that or look into the Carbon Fiber "eyelids" that mount over the area
