Every time I use a 6" solid orange foam pad with the forced rotation engaged the pad feels very grabby and the machine wants to 'walk'. I have primed the pad, put on what seems to be enough product (Sure-Finish), and I am trying to keep the pad flat against the surface. I have the speed set at 3, but I'm not sure if that's correct. The machine seems harder to control than it should be -- or is it just not enough muscle on my part? Any suggestions?

I'd suggest using a softer pad. The orange pads are hard to work with on forced rotation machines. They are just too stiff. The sonus yellow might be a better choice.

I hold my B06040 with the handle barrel pointed at about 7:00. The pad walking stops if i hold the machine at that angle.

With the orange pad being somewhat aggressive, there are certain paint types that it really grabs on-which is causing the walk. I'm not familiar with Sure-Finish but you could also try:
-playing with different pad and polish combos
-adding a drop or two of something like UF or OP to add some lubricity
    -adding some EVP pad prime

Just throwing some ideas out there, hope you get this sorted.

I would use a different pad.

What kind of pads is the OP using?

Have you tried the same pads and technique with a different polish? Possibly one with a little more or a little different lubrication?
