Is it clearcoat failure?

Recently I've noticed on my mom's 98 white Civic that it seems to be turning a bit yellow and it looks like some of the yellowing is coming off. I will try to post pics later but are there any ideas to what it could be?

If it's flaking off like you say then yes that would be a real good indication of clear coat failure. Post up pics though.

Every time I hear this mentioned, I get goose bumps I'm not gonna lie. The creepy crawlies. Crows feet are just frightening, but this? Ugh.
