glossy finish

so I've been trying to resolve this with my door for a while now.
I'm a noob and my car (blue civic 01) had scratches on the passenger door, so I proceed to just spray paint over it with matching paint a while back.
tried sanding with 300 grit (I read I should go higher) and using clear gloss lacquer finish.
waxing doesn't help either (will wax my car after I achieve a glossy finish)
Right now it still looks kinda 'matte' and pebbly?

I'm just trying to find out exactly what I need, the exact procedures and how much I should spend to achieve a glossy and smooth finish.

this is all I have
"with spray can clear, you might get a decent finish if you follow the wet sanding with the proper cutting paste and use a porter cable buffer."
"if anything your going to have to sand up from 400 grit all the way up to 2000 or higher. find cutting compound x porter cable and use that combo. Then wax away. After all this it may not look oem"
I'm not sure what it means

I wouldn't expect much in the way of a clear reflection from a rattle can.

Did you mean to say "tried sanding with 3000 grit"?

I just did some 4000 grit wetsanding on my Honda and SIP-OC removed those scratches comfortably but I'm not sure if I would use anything lower right off the hop due to the soft paint.

I would not use 400 grit anywheres on your car, 2000 is the lowest I would go, and that is possibly getting a bit hairy imo.

Painting vehicles is not DIY. It's not something that you can jump right into and get good results. Take it to a professional.

I think you've already ruined it, at this point you need to take it to a pro. You probably should have done that in the first place and he might have been able to buff the scratches out instead of trying to touch it up.
