Unhappy What product, for dead clear coat? HELP!

Ok well my mom told me 2 was her truck, but i just could not make it look nice , i saw that it had like dead clear coat on the roof and hood. Any hope, i want to make it look nice again. What product could i use with the PC, to take off some of this dead stuff, and can i make it work with a orange pad?
