I've used it.

It will probably go on a little heavy, so to do it properly you'd have to let it cure then gently wet sand it to get it level.

From seeing the commerical ad, I think the pen is simply a clearcoat in a pen.
The ad states in fine print it works on clear coated paint and not on below clearcoat damage.
