Having been a part of a few group buys over the internet, its not really that much of a problem. The main part is finding a vendor willing to do the deal. Usually how it works is the vendor stipulates up front the cost if we can get X amount of people. So for example, he might say if we get 10 people the cost is $220, if we get 20 is $200, etc. The vendor would set a start and end date for the deal and anyone interested would then commit and at the end of the deal you simply pay the vendor however they prefer.
Usually goes something like that, and its not much of a problem once you find a vendor willing to cooperate.
