Here is another one for you to consider:

7" Proline Electric Sander Waxer Polisher

11 amps, soft start, 0-3000 rpm, and electronic speed control. Unfortunately I don't know anyone who has tried it yet. Autopia member qadsan mentioned it in the following post:

Another member here, justin30513, picked up a $29 Harbor Freight (92623-1VGA) and seems to like it, but he hasn't posted a review for it yet. I picked that same HF up on sale a couple of months back for $19.95..... it was so cheap I couldn't pass it up, but I haven't tried it out yet. I have one of the older 11 amp HF's (looks identical to the Vector except in color) and for as little rotary work that I do it has worked out fine.

One thing you'll want to do if you buy a cheaper rotary is pick up a good backing plate. Keep us posted on what you decide to buy and then give us a review.

If I used a rotary everyday or even two or three times a week, the HF wouldn't be my first choice, but all it does is spin a pad, and it doesn't take a rocket scientist to be proficient with either a cheap one or a name brand rotary. It might not be as convenient to use, but with a little common sense it accomplishes the same task.
