The short answer is yes. Can buy replacement fans relatively cheap. Just have to measure the distance between the 2-pin connector so it's a direct plug-in instead of splicing wires.
When you take apart your power supply, look carefully for melted components. A faulty/slow moving fan won't be able to extract the heat fast enough and it's almost impossible to find replacement parts to repair the PS.
But the prices of a good power supply are so cheap right now...for example Thermaltake's TR2-430 watt is only ~$40.00 and has a $10 rebate, so the final cost will be about $30.00. It's really not worth fixing your power supply UNLESS it's a high end redundant power supply with slide out replacement modules.
If you use your computer a lot...like 24/7, expect to replace your power supply about every 2-3 years.
