Orange Peel
The coat looks like a peel of an orange i.e. small little indentations uniformly throughout a panel. Makes for a wavey type look. It's found in >95% of all painted cars the past 10-years and seems that more and more high end cars are also suffering from it as well.
The only 2 comments I would make to anyone thinking of trying wetsanding their vehicle based on this thread is sand in 1 direction only to make it easier to remove the sanding marks. Going in 2 or 3 directions makes it more difficult to buff out and secondly, do not start with anything less than 2000 grit. You can spot correct with 1500 or 1200 but definitely do not do entire panel unless absolutely needed.
I guess it's 3 comments, be very very careful around "edges" as they paint is much thinner on an edge than a perfectly flat surface. Avoid sanding any edges.
