I painted my floor before I moved in and did a lousy job. Hot wheel pick up all over. What is the best way to strip it off. Okay what is the easiest way

I plan to redo it and follow the directions to a T. No driving on it for 7 days ect... Or can I spot prep the floor? Would staining the concrete be better or since i used paint is it to late?
