clear coat and oxidized paint

Ok this may seem like a really ignorant question but it is killing me so I have to ask about bad paint with clear coats. Basically my questions is if the paint it badly oxidized or in bad shape how does a compound or something similair restore it without removing the clear coat? Or is it the topper most layer of clear coat that gets oxidized and when you remove that the paint shines? Same thing goes for waxing and polishing? Are you only treating the upper most clear coat or do the product somehow permeate the clear and treat the paint below. Any insights? thanks
