It does but it's not that simple. It can't block out a specific frequency (doesn't have the capability to accurately measure a frequency perfectly) so it blocks out a block of frequencies. It's
possible that a radar gun can fall in the same frequency as the signal the detector blocked out. There are videos of this on youtube.
