If you have all those tools did you try simply compounding it yet? Hard to tell from one pic but it may simply be marking up the clear. Try some compound first and see if there is an improvement. I have burned paint before with my rotary and was able to fix it with some wet sanding. Obviously I did not burn all the way through the paint although it looked like I had initially. I Wet sanded and buffed and it came right out. I say give it a try before anything else.
