At one point I had several tickets, including a racing ticket and two for speeds over 100 mph. Total of 23 points in 4 months time and at the time in Arizona, your license was subject to suspension if you got 8 points in any 12 month period. By the time the hearing came up, it had been 5 months since my last ticket. My defense was that since I had all those tickets in a 4 month span and now not a single ticket in 5 months, I had changed my driving habits. The person I talked to agreed but still restricted me to and from work for 6 months but that was better than an outright suspension.
Since then, I rarely get tickets, maybe once every 3-4 years.
