Get a plastic sandwich bag- place your hand inside and feel the paint. If it is smooth then don't bother claying - if you feel bumps, then there are bonded particles to your paint that can be removed. If the bike has very low miles or is new, my plan would be to wash and wax alone -Buy S100 cycle wash, you'll pee yourself at how clean it will get every little crevice. Then buy a good quality wax.
As far as polish goes, remove paint if the finish is flawless as it stands -if there are sratches or swirls -by all means polish- but if not, then simply protect it.
