I believe I have hard of people in Southern California, Arizona and Southwest Texas going to Mexico to get medication cheaper due to exchange rates and not needing a prescription for that particular drug in the US. I believe Mexico's verions of the FDA is a little more lenient than the US's. Again, this could be rumor also.

I don't know if the issue is so much that the drugs are otc in Mexico, so much as it's that a pharmacist will sell you whatever you want for cash.
