Depending on what caused the imprefections, it could be either one or a combination of both. The good news is that both types of problems can be corrected using the same products and techniques.
I would suggest either a PC 7424 or
Flex 3401 polisher, light cutting pads, polishing pads, finishing pads and a light to moderate swirl remover followed by a finishing polish then wax or sealant. Wash, dry and clay first to make sure the paint is clean before polishing.
