BigJim is right. Think back to high school/college physics. The period of one revolution is the same for each pad, no matter the pad diameter. Lets say one pad has twice the radius of another pad. The smaller pad will have half the tangental velocity of the larger pad. That is what we are concerned with in this situation, tangental velocity.
